. that is a concern that's expressed. again, you go back, though, through history. president clinton started the cops program where you have resource officers who are armed in the schools as a result of that. there is partial funding, but it's very limited and cut back and insufficient, obviously. it's going to take over $2 billion if you put a federal funded program for an armed person at every school. i think there's voluntary programs to look at if you have trained people, and we want to set up a model training for this. it should be an option that the local school board finally makes the decision. i can understand skepticism, but i think that school safety is the debate. i think it is terrific that the nra is willing to fund experts and st. louolutions free of cos the schools to hopefully create a voluntary program. >> it's more than skepticism. i want to read you two reactions to what the nra had to say. the first from mayor michael bloomberg who said they, meaning the nra, offered a paranoid vision of a more dangerous and violent america where everyone is armed and no place is same. the nra as'

this conversation right after columbine and the clinton administration very appropriately developed the cops in schools program in the justice department and in the past five or six years that -- and this crosses both administrations, it's not a political statement, the last five or six years across multiple congresses, congressional sessions, that money disappeared. even if you could afford -- and i support school resource officer programs. as a father, i can understand, every father would like, you know, a police officer in their school and many parents right now after sandy hook would like a one officer per kid, but my challenge and question is fund it now. if congress throws money when they come back in january at this, what are you doing for sustainability? and, don, you hit it in the head. five years from now, six years from now when the grants run out, how do you sustain that and who is going to pick up the tab? after the cops in schools program ran out under the clinton administration, local school boards pointed to the police departments. police departments pointed back at the schoo

. the current debate is different, do not forget. after having surpluses at the end of the clinton administration, we went into debt almost a decade ago -- deficits almost a decade ago. the problems have gotten more difficult. at the moment, we have some interesting changes. you talk about 30 years since reagan. the country is getting older, so medicare, medicaid, social security costs more, but we have also had a lot of tax cuts. revenue is at the smallest amount since 1950. if we just got revenue back up to historical average, a deficit would be about $500 billion less than a career that is. the problem with that much more smaller. economists would then say that it is not much of a problem. the history is rather sordid, you are right. host: let me go to "the national journal." three reasons why mitch mcconnell will not save the fiscal cliff negotiations. the first one, most importantly, he is missing his dance partner joe biden. he has been kept on the sidelines during negotiations. some republicans think his absence is a sign that the president is not serious about closing a dea

amendment. really the religious freedom restoration act. signed by president clinton. it says that persons if they have any religious rights violate and they are can challenge that the government has a high burden to overcome any kind of burden to your free exercise. they use the word persons there but didn't define it if you go to the regular definition of persons in the congressional code. corporations, companies, associations they are all includeded on or abouts a closely held business their religious rights are violated. individuals have no constitutional right to work at these places. you know what you are getting into. if you apply for the job. you are working there now. haven't heard of any individuals complaining. that's a separate situation that could come down the line possibly. though i don't expect it. this is just b. just basic religious freedom not asking for much here thanks for being here. as i said a very important precedent. let me know. does this violate hobby lobby's religious freedom let me know what you think at twitter dave briggs tv. college kid tossed in the slamme

or not. the memorial service for byrd in west virginia, this is where clinton said there is nothing he would not have done for you, meaning the people of west virginia as long as you did not cross the constitutional line. a powerful statement. one of the administration i talked about is the carter administration. when you look at byrd's work with president carter, you realize how much legislation is accomplished in those congresses. incredible. carter's failures are basically external. oil and cargo driving up inflation are beyond carter's control. but what carter and byrd did -- carter was a difficult person, but they were able to bring together. it was a truly successful administration legislatively. the most important environmental laws we have today came out of the carter administration. carter enacted an energy program, which if reagan had not wiped out come would have saved us the problems you are having today. but reagan wiped it out. ira is correct to talk about the congress of the last great senate. byrd's first two terms as senate majority leader, it was byrd who made it happ
